Rusia mengutuk PEMBUNUHAN beramai-ramai Adra, MENYERU Masyarakat DUNIA untuk bertindak balas . . .



JohnnyAdam – Kementerian Luar Rusia telah mengutuk pembunuhan beramai-ramai di bandar Adra, 20 kilometer ke utara Damsyik. Mangsa berkata kumpulan pemberontak jihad melaksanakan berpuluh-puluh orang awam, termasuk kanak-kanak, pemotongan kepala mereka atau membakar mereka hidup-hidup.

“Moscow yakin bahawa perbuatan itu perlu tegas mengutuk dan masyarakat antarabangsa secara aktif perlu menghadapi pelaku dan perbuatan pembiayai,” Aleksandr Lukashevich, jurucakap Kementerian Luar Rusia, berkata dalam satu kenyataan.

Walaupun tentera Syria terus menolak luas untuk mendapatkan pemberontak daripada Adra, RT Arab telah berkumpul akaun saksi apa yang berlaku di bandar itu minggu lepas, apabila ia telah ditangkap oleh pemberontak Islam di hadapan Al-Nusra dan Tentera Islam.

Russia’s Foreign Ministry has condemned massacre in the town of Adra, 20 kilometers north of Damascus. Survivors say jihadist rebel groups executed dozens of civilians, including children, beheading them or burning them alive.

“Moscow is convinced that such acts have to be decisively condemned and the international community should actively confront the perpetrators and financers of those acts,” Aleksandr Lukashevich, spokesman for the Russian Foreign Ministry, said in a statement.

While the Syrian army continues its broad push to get the insurgents out of Adra, RT Arabic has gathered eyewitness accounts of what happened in the town last week, when it was captured by Islamist rebels of the Al-Nusra front and the Army of Islam.

Those who managed to flee the violence in Adra and reach Damascus say they saw the militants slaughtering Alawites, Druze, Christians and Shiites indiscriminately. Fearing their interviews might do harm to their relatives still in the occupied town, the fugitive survivors asked not to reveal their identities.

Salah seorang daripada mereka memberitahu RT bahawa semua pegawai-pegawai di bandar telah membunuh “tidak kira apa golongan agama yang mereka anuti.”

“Antaranya adalah orang-orang yang tidak menyokong mana-mana pihak yang berperang – yang bukan pembangkang atau kerajaan Walau bagaimanapun, mereka telah turut didera - Mereka diganasi dan digunakan sebagai perisai manusia,” kata saksi itu.

There’s no reliable way at the moment to communicate with the people trapped inside Adra, but RT Arabic’s Abutaleb Albohaya, reporting from Damascus, cites the country’s officials as saying that “the atrocities against the civilian population are continuing.”

“What is happening in Adra is unthinkable,” one of the Adra escapees told RT. “Children are being slaughtered and thrown out of the windows. But no one is doing anything. The crisis in Syria continues in an environment where there is no international law, including those relating to the paramilitary operations.”

Human Rights Watch telah menilai laporan yang keluar dari Adra .

“Saya takut kita tidak boleh memberi komen pada peringkat ini, sebagai penyelidikan kami masih berterusan dan ia amat sukar untuk mendapatkan maklumat yang tepat mengenai apa yang berlaku di Adra dan yang bertanggungjawab untuk penyalahguna-annya,” Lama Fakih, Syria pemantau dan Lebanon penyelidik memberitahu RT dalam e-mel.

Human Rights Watch has been evaluating the reports coming out of Adra.

“I am afraid we cannot comment at this stage, as our research is still ongoing and it has been very difficult to get accurate information about what is happening in Adra and who is responsible for the abuses,” Lama Fakih, the watchdog’s Syria and Lebanon Researcher told RT in an e-mail.

The International Committee of the Red Cross (ICRC) has complained that Adra is inaccessible to its experts.

"We don't have access to this area and can neither confirm nor deny any information circulating," the ICRC said in a reply to RT’s request for comment.

The government in Damascus, meanwhile, wants to draw the UN’s attention to events in Adra. The Syrian Foreign Ministry sent a letter of complaint to the United Nations on Monday, saying that more than 100 people were massacred by the al-Nusra Front and the Islam Brigade in a suburb of the capital.

“Adra has seen some horrific crimes,” Nizar Skif, chairman of the Union of Lawyers in Syria, told RT. Among the atrocities, the lawyer said were reports of “sadism,” of people being “thrown into the furnaces” and “houses burned with people inside.”

Bercakap di Brussels pada hari Isnin, Menteri Luar Rusia, Sergey Lavrov, menyifatkan pem-bunuhan beramai-ramai Adra sebagai keterlaluan. “The Islamic Front has proclaimed quite radical goals, although our western partners have been trying to establish ties with them and describe the front as an “acceptable power”, which possesses influence “on the ground,” Lavrov said at a press conference. “However, there’s some evidence which we consider reliable and which shows that when the front was being created, a possibility of Al-Nusra joining in was discussed. That did not happen only to save the front’s reputation, as Al-Nusra has been on terrorist organizations’ lists in the US and Europe.”

Lavrov expressed his concern over the possibility that the Islamic Front could be ideologically close to Al-Nusra, now that the US mediators of the Geneva-2 peace talks on Syria, set for January 22, have been meeting with the front’s representatives, trying to “somehow get them “under the umbrella” of the Free Syrian Army”.

With new groups within the Syrian opposition having lately “sprung up like mushrooms” according to Lavrov, Russia has been particularly concerned with who exactly is going to negotiate peace with the Syrian government at the so-called Geneva-2 peace conference.

JohnnyAdam – Amerika Syarikat akan menggunakan sistem pertahanan peluru berpandu di Eropah walaupun kemajuan dalam rundingan nuklear Iran, kata Setiausaha Pertahanan Chuck Hagel. Berita itu datang sebagai Rusia mengesahkan penempatan peluru berpandu Iskander di rantau Kaliningrad, yang bersempadan dengan EU.

US to deploy ABM systems in Europe despite P5 + 1 deal with Iran

The US will deploy its missile defense system in Europe despite progress in Iran nuclear talks, Defense Secretary Chuck Hagel said. The news came as Russia confirmed the deployment of Iskander missiles in Kaliningrad region, bordering the EU.

The US Secretary of Defense Chuck Hagel has officially informed his Russian counterpart during a video teleconference on Monday that the P5+1 Joint Plan of Action, concluded between Iran and P5+1 member states regarding Tehran’s nuclear program, “does not eliminate the need for US and European allies to continue implementing missile defense plans in Europe,” the Defense Department’s website reported.

Hagel assured his Russian counterpart, Sergey Shoigu, that “NATO missile defense efforts pose no threat to Russia and urged that both sides continue consultations on future missile plans in Europe,” the Pentagon said.

Moscow telah berharap bahawa sistem peluru berpandu Amerika Syarikat akan ditarik balik, kerana perjanjian itu ditandatangani oleh Iran Tehran dan P5 + 1 pada 24 November di Geneva.

Moscow has been hoping that the US missile system would be withdrawn, since the Iranian deal signed by Tehran and the P5 + 1 on November 24 in Geneva.

Once the nuclear program deal was signed, Russian Foreign Minister Sergey Lavrov expressed the hope that the US would no longer have a reason to build the long-touted missile defense shield in Europe – if Iran fulfills its obligations.

“If the Iran deal is put into practice, the stated reason for the construction of the defense shield will no longer apply,” Lavrov told journalists in Rome.

In his annual address to the Federal Assembly on December 12, Russian President Vladimir Putin said that “any international problem can and must be solved through political means”.

“Iran’s nuclear program once served as the key reason for deploying missile shields,” Putin said. “And what do we have now? Iran’s nuclear problem is fading, while the missile shield remains in place. Moreover, it is still developing.”

Caught in Iskander’s Crosshairs

Just hours ahead of the Moscow-Washington videoconference between the defense ministers, the Russian Defense Ministry confirmed a German media report on the deployment of short-range Iskander missiles in the country’s western enclave of Kaliningrad, which is surrounded by NATO member countries.

Moscow said it does not violate international agreements, but said that US ballistic missile defense deployments in Poland are now within the 500-kilometer range of Iskander missiles, which can be armed with a nuclear warhead.

The reaction from NATO was not long in coming. The US, Poland and three Baltic states: Estonia, Lithuania and Latvia, have all expressed strong concern at Iskander being deployed in Kaliningrad.

“We've urged Russia to take no steps to destabilize the region,” AFP reported State Department deputy spokeswoman Marie Harf as saying.

“This is a matter for NATO and we can expect possible consultations and action . . . at the NATO and EU level," Poland’s Foreign Ministry said in a statement.

Artis Pabriks, Latvia's Defense Minister, said that Russia’s move threatened “several Baltic cities.”

“It is clear that it is alarming news, as it is one of the arguments changing the balance of power in our region,” Baltic News Service reported Pabriks as saying.

‘US real goal is new stage of superiority in Europe’

Russia has always suspected that the US was deploying not just missile defense systems in Europe, but fully-fledged first strike weapons. The first warning of Iskander missile systems being deployed in Kaliningrad in response to the European IBM deployment was voiced by then-President Dmitry Medvedev in 2008.

Putin was much more categorical in his latest assessment of the European ABM.

“We are well aware of the fact that the missile defense system is only defensive in name, whereas in reality it is an essential element of a strategic offensive potential,” Putin said his address to the Federal Assembly, adding that Russia was “closely following the evolution of the so-called ‘disarming nuclear strike’ concept” of the US military. Putin said the US program was designed “to upset what is known as the strategic balance of power.”

“We are well aware of that. And we know what we need to do about it,” Putin warned.

Minggu lepas, Rusia Timbalan Perdana Menteri Dmitry Rogozin memberi Amaran (Dmitry Rogozin warned) bahawa Rusia akan menggunakan senjata nuklear jika ia berada di bawah serangan, sambil menambah bahawa kemungkinan ini berfungsi sebagai penghalang utama kepada provocateurs penceroboh yang berpotensi.

“Satu eksperimen boleh selama mana yang diingini dengan menggerakkan kepala peledak bukan nuklear pada pembawa peluru berpandu strategik. “One can experiment as long as one wishes by deploying non-nuclear warheads on strategic missile carriers. But one should keep in mind that if there is an attack against us, we will certainly resort to using nuclear weapons in certain situations to defend our territory and state interests,” Rogozin, the defense industry chief said on Wednesday speaking at the State Duma, the lower house.

Aleksey Pushkov, the chairman of the Foreign Affairs Committee of the Russian State Duma, the lower house of parliament, said in an interview to RT that from the very beginning western argument backing the idea of the European ABM was “deeply flawed” and both North Korean and Iranian arguments used to justify American ABM in Europe “are just fake.”

“The real goal is to create a new stage of American superiority in Europe, to try to neutralize at least partially Russian nuclear potential and to create the new bond between the US and Europe,” Pushkov told RT.

JohnnyAdam – Kementerian Pertahanan Rusia telah mengesahkan laporan media menge-nai penggunaan jarak dekat peluru berpandu Iskander di barat negara itu, berdekatan dengan sempadan dengan negara-negara Baltik dan anggota NATO, mengatakan bahawa ia tidak melanggar perjanjian antarabangsa.

Akhbar Jerman Bild menulis hujung minggu ini bahawa Rusia ditempatkan beberapa Iskander taktikal sistem peluru berpandu balistik - yang mampu membawa kepala peledak nuklear - di exclave barat sebanyak Kaliningrad, sepanjang sempadan dengan negara-negara Baltik. Akhbar itu berkata ia diperolehi imej “satelit rahsia” yang menunjukkan sekurang-kurangnya 10 peluru berpandu Rusia dekat dengan sempadan Kesatuan Eropah, yang telah dikerahkan sejak setahun lalu.

Moscow Confirms deployment Of Iskander missiles

The Russian Defense Ministry has confirmed media reports on the deployment of short-range Iskander missiles in the country’s west, near its borders with the Baltic states and NATO members, saying that it does not violate international agreements.

German newspaper Bild wrote this weekend that Russia stationed several Iskander tactical ballistic missile systems - which are capable of carrying nuclear warheads - in its westernmost exclave of Kaliningrad, along the border with Baltic states. The paper said it obtained “secret satellite” images showing at least 10 Russian missiles close to the EU border, which were deployed over the past year.

Commenting on the matter, Moscow confirmed that it did station the missiles, which have been designated by NATO as SS-26 Stone, in the region.

“Rocket and artillery units of the Western Military District are really armed with Iskander tactical missile systems,” Maj. Gen. Igor Konashenkov, head of the Defense Ministry’s press service, told reporters on Monday.

“The concrete areas of the deployment of Iskander missile battalions in the Western Military District do not contradict any international agreements or treaties,” he added, as quoted by Interfax.

Lithuanian Defense Minister Juozas Olekas said earlier that he was concerned over the reports of Russian missiles near his country’s border. He added that the former Soviet state had discussed with its neighbors and NATO partners “how to react and protect” themselves, because “any incidents were hypothetically possible,” Delfi news website reported on Monday.

Jiran Latvia mendapati tiada ancaman kepada keselamatan dari Iskanders di tempatkan di rantau Kaliningrad, menurut Menteri Pertahanan Artis Pabriks. “Jaminan NATO untuk tahap keselamatan agak tinggi,” katanya dalam temu bual dengan LNT pada hari Isnin, seperti yang dipetik oleh RIA Novosti.

Sementara itu, Poland berkata ia bimbang tentang penempatan peluru berpandu Rusia berhampiran sempadan dan bercadang untuk mengadakan rundingan mengenai perkara itu dengan rakan-rakan pakatan.

Iskanders telah ditempatkan di rantau ini selama lebih 18 bulan sekarang, kata seorang pegawai kanan di Kementerian Pertahanan Rusia memberitahu Izvestia setiap hari.

“Semua kerja-kerja seperti yang dirancang di sana. Saya tidak tahu mengapa orang Jerman menaikkan menakutkan sekarang,” sumber itu berkata.

Rusia tidak akan meringankan pembelaannya pada sempadan Eropah, di mana perse-kutuan ketenteraan barat menyimpan kuasa peluru berpandu strategik, kata timbalan ketua jawatankuasa pertahanan Duma Negeri, Viktor Zavarzin.

“NATO memiliki senjata nuklear Amerika taktikal di Eropah. Siapakah yang boleh ia bertujuan menentang jika tidak Iran? Hanya terhadap kami,” katanya kepada harian. Penugasan Iskanders di Kaliningrad datang sebagai tindak balas kepada pembangunan sistem pertahanan peluru berpandu Amerika Syarikat di Eropah - yang telah lama menjadi batu penghalang dalam hubungan antara Moscow dan Washington.

Kembali pada bulan November 2011, apabila Amerika Syarikat tidak bersetuju untuk membuat pertahanan peluru berpandu yang melindungi projek bersama dengan Rusia, maka Presiden Dmitry Medvedev mengumumkan rancangan menyapu (sweeping plans) untuk menangani apa Moscow dianggap sebagai satu ancaman kepada keselamatan negara. Beliau berkata beliau akan menggunakan sistem serangan di barat dan selatan negara itu, serta stesen Iskander peluru berpandu di rantau Kaliningrad dalam usaha untuk menangani risiko yang ditimbulkan oleh Eropah perisai pertahanan peluru berpandu.

Moscow telah lama memanggil untuk jaminan sisi undang-undang - bahawa sistem per-tahanan peluru berpandu tidak akan ditujukan terhadap Rusia, tetapi setakat ini Amerika Syarikat telah menolak untuk menyampaikan apa-apa janji. Bagi tahun, keperluan membina pertahanan perisai peluru berpandu di Eropah telah dibenarkan oleh ancaman yang dilihat dari negara-negara seperti Iran. Walau bagaimanapun, seperti kontroversi di atas program nuklear Teheran nampaknya hampir berakhir, Amerika Syarikat tidak mengubah hasratnya.

Neighboring Latvia sees no threat to its security from the Iskanders being stationed in the Kaliningrad region, according to Defense Minister Artis Pabriks. “NATO guarantees to us rather high security level,” he said in an interview with LNT on Monday, as quoted by RIA Novosti.

Meanwhile, Poland says it is worried about the deployment of Russian missiles near its border and plans to hold consultations on the matter with alliance partners.

Iskanders have been stationed in the region for over 18 months now, a senior official at Russia’s Defense Ministry told Izvestia daily.

“Everything works as planned there. I don’t know why the Germans are raising a scare now,” the source noted.

Russia is not going to ease its defense on European borders, where the western military alliance keeps its strategic missile forces, said deputy head of the State Duma’s defense committee, Viktor Zavarzin.

“NATO has American tactical nuclear weapons in Europe. Who can it be aimed against if not Iran? Only against us,” he told the daily. The official pointed out that Russian missiles do not pose a threat to anyone. Rather, they are solely for defensive purposes.

The deployment of Iskanders in Kaliningrad came in response to the development of the US missile defense system in Europe – which has long been a stumbling block in relations between Moscow and Washington.

Back in November 2011, when the US failed to agree to make the missile defense shield a joint project with Russia, then-President Dmitry Medvedev announced  sweeping plans to address what Moscow considered to be a threat to national security. He said he would deploy strike systems in the west and south of the country, as well as station Iskander missiles in the Kaliningrad region in order to counter the risk posed by the European missile defense shield.

Moscow has long been calling for legally-binding guarantees that the missile defense system will not be aimed against Russia, but the US has so far refused to deliver such a promise. For years, the necessity of building the missile defense shield in Europe was justified by the perceived threat from countries like Iran. However, as the controversy over Tehran’s nuclear program seems to be nearing an end, the US is not altering its intentions.

“We realize clearly that the anti-missile defense system is only called defensive, while in fact it is a significant part of the strategic offensive potential,” President Vladimir Putin said in his address to the Federal Assembly last week.
